Rep. Deborah Silcox Praises Legislation Signed by Governor to Strengthen Protections for Mentally Incapacitated Individuals in Court Proceedings

ATLANTA – State Representative Deborah Silcox (R-Sandy Springs), chair of the House MARTOC Committee, yesterday joined State Representatives Scott Hilton (R-Peachtree Corners) and Sharon Cooper (R-Marietta) at the State Capitol as Governor Brian Kemp signed House Bill 218 into law. Co-sponsored by Rep. Silcox, this act clarifies the definition of “mentally incapacitated” and admits out-of-court statements to be permissible as relevant testimony in court proceedings.

Rep. Victor Anderson Honored for Support of North Georgia Technical College

ATLANTA – State Representative Victor Anderson (R-Cornelia) was recently honored for his dedicated advocacy of technical education and North Georgia Technical College (NGTC) during the college’s “1943 Gala,” organized by NGTC’s Foundation Board of Trustees.

“I am grateful to North Georgia Technical College for acknowledging my commitment to supporting both the school and technical education,” said Rep. Anderson. “This recognition by NGTC’s Foundation Board of Trustees is a testament to our collective efforts in advancing technical education in Georgia. I look forward to continuing our partnership in ensuring a skilled workforce for our community’s future.”

North Georgia Technical College, located in Clarkesville, Georgia, is a public technical college with additional campuses in Toccoa and Blairsville. It serves Habersham, Stephens, Union, Fannin, White, Rabun, Towns and Franklin counties as part of Georgia’s Technical College System. The college plays a crucial role in offering career-focused education and training across a broad geographic region.

Representative Victor Anderson represents the citizens of District 10, which includes Rabun County and portions of Habersham County. Governor Kemp Signs “Georgia Promise Scholarship Act” into Law

ATLANTA – On Tuesday, April 23, 2024, Governor Brian P. Kemp signed Senate Bill 233, the “Georgia Promise Scholarship Act,” into law. Sponsored by Chairman of the Senate Committee on Transportation Sen. Greg Dolezal (R–Cumming), the “Georgia Promise Scholarship Act” creates the Georgia Education Savings Authority and provides its composition, functions, duties and powers in administering the Promise Scholarship Program. The bill also provides for the establishment of promise scholarship accounts to be funded by the state in the amount of $6,500.00 for the first school year and through an adjusted amount each subsequent school year.

Governor Signs Rep. Powell’s Legislation to Protect Minors from Predators

ATLANTA – State Representative Alan Powell (R-Hartwell), chairman of the House Regulated Industries Committee, today joined Governor Brian Kemp at the State Capitol as he signed House Bill 993 into law. Sponsored by Rep. Powell, this legislation will create a criminal penalty for those who knowingly and intentionally groom minors in person, through a third party or through electronic means to coerce them into committing sexual offenses or acts of human trafficking.

Legislation Redefining Advanced Practice Registered Nurses and Supporting Military Medical Personnel Signed into Law

ATLANTA – State Representative Alan Powell (R-Hartwell), chairman of the House Regulated Industries Committee, recently joined Governor Brian Kemp as he signed Senate Bill 449 into law. Carried in the House by State Representative Shaw Blackmon (R-Bonaire), chairman of the House Ways and Means Committee, this legislation will redefine the role of Georgia’s “advanced practice registered nurses” (APRNs) and support the state’s military medical personnel by establishing a specialized program that will expand certification opportunities. Chairman Powell originally sponsored House Bill 215, which redefined APRNs as individuals licensed by the Georgia Board of Nursing, including certified nurse midwives, nurse practitioners, nurse anesthetists, clinical nurse specialists and clinical nurse specialists in psychiatric/mental health, and that legislation was incorporated into SB 449.
